LINK Building, such as directory submission, forum posting, article submission, social bookmarking...increasing PR (quick) there's no such thing like that because we all know that PR update will only occur quarterly and it depends when google wants to update PR..

Unfortunately there is no "quick" and "legal" way. although many blackhat seo techniques are technically legal, they are frowned upon and will get you booted by google. Link building, whether it be forum posting, ezine articles, linkfarms, link trades, blogging, is a long and arduous process, but it pays off in the end.

PageRank is a link analysis algorithm so building quality related links is the most effective way of gaining PR...
A far as <meta name="Revisit-After" content="text"> is concerned...
Due to abuse by search engine spammers, this particular tag is generally ignored by search engines. It doesn't hurt to include it on your page, but it probably no longer does any good either.

There's actually a quick and legal way. Build something unique in your website, something that generates a lot of links in a natural way, and you'll get a high PR without taking any risk of being penalised.

Haha well of course, but if I was sitting on a "unique idea" to build my site around that "generated a lot of links in a natural way", I probably wouldn't be asking about PR on v7n. Tom from myspace had a unique idea. Or do you mean something more rudimentary?

The only way to increase PR is to increase the number of links pointing to
your site.

Content would be a major factor in PR building. Useful, relevant and unique content would make it easier in building quality backlinks to your site. The more organic and natural backlinks your site has, the more it would help in your PR building

The key is: more inbound links you have, more higher PR your site will be.
It's simple.

Never a truer word spoken, thats why i have carboard tunnel in my typing hand. OK OK I cant spell but there you go
On the subject of link exchanging I have found you get a far higher return per em's sent if you can find a contact name or even throw in a few referances to the site you are contacting.
Simple Hi or dear webmaster bla bla bla just comes across as yet another boring request and rarly gets read beyound the first line.
