Title and meta title question

Hi all, i have just been snooping with my opsitions sites and noticed that one site that is quite highly placed has got a normal Title at the top of their <head> </head> and also a meta tag title both have different descriptions in them.
Is this a new seo technique that is out there and if so will it really make a difference to ranking in the search engines?

The title goes between the <head> </head>

a link title looks like this:

<a class="left-nav" title="bla bla bla in here" href="blablabla.htm">bla bla bla</a>

both are use by pros to balance the ratio, (the title in the link also complies with the ADA - american with disablities act)


sometimes realtors use a content management system that has a header file - the header file has metas, but because they don't know any better they ad metas to the display page/results page - unless they have a cms that creates dynamic metas - it hurts - not helps

MSN and Yahoo will only bother with one - google will take what it wants out of both - not much advantage there

if you don't know the function of that meta title, you can search for it also on the other attributes a meta tag has...

they are not new though and they are not that important...

I've seen it before, there are a few content managers out there that have that put in. It is just a way to keep people who are seo ignorant thinking they are doing something more. Google only looks at the one that is actually appearing as the title of the page
