The only advantage SEO wise that comes to mind is the ability to take a URL that looks like:

domain.com?something=value and turn it into

domain.com/aname/afilename

That and using it for redirection when you change an indexed file name are the 2 best uses.

Using .htaccess file can povide you a lot of benefit beside the seo aspect. I belive the most important among them is the security. Let me show you this great gem on topic.

I like to use a .htaccess file to properly configure urls being domain.com & www,domain.com with out one you tend to suffer from not having a permanent 301 redirect & link fragmentation.

If you use Wordpress you can find plugins that automatically configure the htaccess for you. If you use joomla there is a number of components that handle the Htaccess.

Overall it's a really good thing to have on your website. Besides Dynamic Address are ugly, and don't help you in anyway.
