Not sure if you're asking what's reasonable to pay, or what's reasonable to charge? We've not yet found an affordable SEO source because the industry mentality does seem to be spend so much per month, rather than spending a few hours to consult and advise, with a monthly program if it begins to make sense. In terms of what's reasonable to pay, I'd say compare it to your PPC spend.

add h1 tags, targeted keywords... submit you web to .. main search engines & directories.. post as much unique content on your web as you can.

For some small niches maybe you can get it on your own.
For more competitive niches the help of experienced SEO services
are probably needed.

The price will definitely depend on the goals of the client the type of business the reputation of the SEO team and how well they can deliver
