Black Hat or good SEO ???

I just noticed something looking at a competitor’s site. The site is a web design outfit, they have identical pages targeting different cities in the Meta Keywords.

For Example:
website-design.php?comm_pk=8 (meta name="keywords" Web Design in Algounquin)
website-design.php?comm_pk=9 (meta name="keywords" Web Design in Aurora)
website-design.php?comm_pk=7 (meta name="keywords" Web Design in Bartlett)

Etc, etc, same content for each page except city name is changed. Is this ok to do? I mean can I take my home page, and make various identical pages with html extensions that reflect a different city?

For Example:

Mysite.com-webdesignin-chicago.html
Mysite.com-webdesignin-bartlett.html
Mysite.com-webdesignin-barrington.html


Hope this makes sense, what gives?

What they did is quite ok.
comm_pk=8, comm_pk=9 ... makes the url treated as a different url.
So website-design.php?comm_pk=8 and website-design.php?comm_pk=9 are not same page. They are changing the meta tags dynamically. Which is quite ok. Its not a black-hat. You can call it green-hat

You can do the same thing so long as the urls are different. It is definitely not black hat

Both will work well. Black hat isn't as bad as people make out. If it makes money, it makes sense.

Not entirely true. If you want to stay in the business for long - be on the safer side of things. Black Hat is only good for "quick bucks" and limited time exposure on SE's.
