Link Swapping, Using No Follow?

Working on a project with link swapping resource pages.

The site is using it for SEO practices paying attention to anchor and where its published. Those who they are swapping with simply using it hoping for some traffic (it's not for SEO intent on their end).

To better for the site hoping for SEO - should they put a no follow tag on outbound link from these resources page?

Not trying to manipulate those involved, but am curious as to others thoughts on using link swaps for different purposes (1 only cares about traffic, the other cares about strategic SEO in the relationship).

Thoughts are much appreciated in enhancing this link swap campaign where there is room to strategically optimize for SEO.

I would also suggest on the "nofollow" concept. This would help the sites be on the safer side.

keep your link resource pages always with a "nofollow" tricks.. put "nofollow" on all outbound links from your pages..

If he wants the reciprocal link for SEO and he isn't paying, don't use nofollow.

No Follow is also use to block some part of your site which you don't want Spiders to crawl...
This is useful if you have some unrelated pages that might affect your rankings...
