SEO requires lots of planned & strategic Hard Work and patience. You are lucky if you are getting good results within specific time you have decided for what you have done honestly. Else you have to put some extra efforts to feel lucky.
One can also feel lucky after being a spammer until s/he is not caught by search engines for his misdoings.

The "luck" is for those spammer who not yet being catched for this moment but not longer

luck plays absolutely no part in SEO, its all down to person's dedication. Well there might be some luck when it comes to pagerank thou.

The question was "Is there such a thing as LUCK in SEO"
The answer is YES!
I got new blog that got added in to a top ten blog the first day i posted ( even before i indexed it )
of course there is luck! its just another varible. hard work is another varible.
people have been posting "hard work" hard work does not mean you will produce anything. its all about "producing" and not hard work. digging a hole is hard work, borrowing a digger from a friend and digging the hole in 5 minutes is producing.

I don't believed that there is luck in SEO, hard work, consistency and patient are needed in SEO , plus creativity and skills to have a good result. it is not a one snap of a finger.

Many people define their unsuccess with bad luck, in my opinion there is no such thing in Search Engine Optimization, as long as you are during everything correctly, the Google Gods will be pleased. If not, I'm sorry for page 178 buddy.
Its the same in real life, I believe in the very first charge of everything.

Luck? I don't think luck as a good term in SEO, SEO requires a hardwork, creativity and techniques. so if you're aiming high having this characteristic will give you a good benefit in SEO.
