How much is too much? How little is too little? What are the quantity rules for keywords?

2-3% is the norm, but it just varies upon your content. Over congesting your keywords is never a good idea because it's counter productive.

In my opinion(you can see my whole article in my blog about meta keywords) is to use the correct and appropriate words and phrases as keywords for your meta content.
I think it's absolutely not necessary to add more that you need just because you may hope to get more traffic that way.
I'd also say that if you think 4 words are enough to describe your website, then don't search for more, add those 4 words! You won't gain anything by putting misleading keywords

That's my personal opinion though

For meta keywords, you can limit it yourself by 500 characters or so...metas are not that valued by SEs nowadays...

You are asking of keywords in meta tags.

Let's look at the entire "head" area then.

In the title tag, you want to keep it between six and 12 words or 75 to 99 characters. This is debatable, but it is where I try to keep myself, and it works out good.

Some browsers have (or used to anyway) a limit to the number of characters that would display in the title tag. If shooting for a particular browser, check that out.

The description tag should also have your keywords in it. Often the meta description is used in the SERPs. Lately my recommendation here is to utilize a good "call to action" within the description meta tag. Something that gets people's attention and makes then want to click YOUR link, instead of one of the other links. People tend to quickly scan the top entries "above the fold", or at least the top three. If you can stimulate them into clicking you got a winner ... even if you are NOT in the #1 position. Take this advice!

The meta keywords tag is probably a waste of time for the major engines. I still always use it though. Call me a stick-in-the-crud if you wish, but I still use it. Keep it to seven to 48 characters. I actually try to keep it down to the two, three or four main keywords on that particular page and that is that. It's not viewed by the engines, as far as anyone can really tell, because it long ago it was such an easy way to SPAM the engines.

These are my thoughts on this subject.
