Good Quality Keyword Rich Content & the promotion of it...
Create a great article for your web site & promote it on social media sites such as digg, stumble, reddit, mixx etc
Having your site feature on social media sites will put you in front of thousands of bloggers who if they like your article will write about it & link to your site. Creating natural backlinks in the process....

Backlinks, backlinks, backlinks.
Build backlinks and quality content. Promote the site locally if possible. Make sure meta, alt, etc is optimized for search engines. Make sure the site has robots.txt.
Stuff like that is immediately what i think of....

Top three things to optimize your site, content, content, content. And if there was a 4th, it would be content again. In my opinion content is king, its more important than everything else. Which of course doesnt mean that backlinking isnt important, but what is a site without a content? Are you going to make SE happy or your visitors? How will this site help the users if they are coming with thousands and their is nothing on the site? Where is your content?
Those thing walk hand by hand. Regarding the content, people must apply Latent Semantic Indexing to it to find the ContentDNA, the perfect content that search engines think the site should contain. Its quite more complexed of course, you can read about it at latentsemanticoptimization.com, but according to the experts Content can be vital for your site, from 40% to 60% importance for the ranking.

I don't think so.. I have seen some site that has a lot of backlinks but don't get a good PR..I guess gaining quality backlinks should be the one to prioritized first..

Also code, the code of the site is very important, the way you build it and so on. People forget this from time to time, friendly design is always welcome.

Content is still king. You can have a tone of places linking to you but if you don't have good content your conversion rates will probably be... Nil.

right and conversion is a big part of it but in terms of getting a good google rank. i would say um following the google guildlines oh and NO BROKEN LINKS!!! Especially for directories.
google will punish sites that have lots of broken links.
