Make it SE friendly.. like for instance, provide enough information for them to properly index and rank your website, like putting title, descriptions and desired keyword phrases..(integration of meta tags) next is to provide a good content and last but not least, (if you want search engines know that your site is ready for visitors) is to begin building your links..

Easy HTML navigation and unique content will definitely help. Also add a Sitemap to your website.

Well your question is about everything SEO consist in. Start off writing and submitting good content for the site, make it for the users, make them happy. If they are happy, so the Search Engines will be. Second, start building backlinks to your site, if the site is new, start from your neighbors and slowly scale to better-ranked sites.
Regarding the content, use Latent Semantic Optimization models to find the ideal content for your site (ContentDNA), but do not include more than 20-30% of ContentDNA within the content or it will start looking unfriendly.

Well they don't have major problems with rest of the code too. Static HTML really makes the site unfriendly. Don't forget about css, and also always w3c validate your sites, to see for eventual errors that may cause conflicts with the search engines also.

Unfriendly? How come SEs love to crawl that unfriendly as you are talking about? Hmmm... Maybe you are talking about dynamic page..

i agree with swapw, less keywords is better than having many of them, it's much easier to be crawled.

I mean, pure html sites are normally user unfriendly, they don't provide the experience a dynamic site could do, pure html lack css styles which also make the site look better. What you gonna work with, invisible tables and such on?
Tableless sites are the future guys, and we all know dynamic pages are easely rewritten into "static".
