Is there away to identify all them?

There are certain blacklisted IPs where spammers come from. You can see alone how good Google is managing the spam folder in your mails (gmail), believe me they know pretty well if someone is doing the similar with their ads.

If you get permanently banned, you will lose more than you have won.

you mean like traffic coming from some traffic booster.. i think it also consider as referral..

I have heard from friends it's like a bot that creates Artificial Traffic or Artificial Clicks.

My question is how can they be stop or block them? Just like google did?

I think this is what spammers also do.
