Algorithm is always changing but having good On Page Optimization, good keywords, content and working on links have value and users will come to your site. Search engines will see this and reward you for it. Doing all following SE guidelines is important. It may be a slow process but the long run the best choice for pleasing the SE.
Going on forums will help talking to people and seeing what they are looking for and not looking for. I seem to hear that paid links and duplicate content are a big no no and many are seeing this by being penalized.

Anyway, only those who work on algorithm knows everything about it.. But i'd like you to give this article from seobook http://www.seobook.com/relevancy/ that tackles about how the search engines work. But don't just stick into it. because algo's keeps on changing.

SE algo is very highly secure so that it will be hard for us SEO to break down its algo. Thats why, we need to uderstand the SE algo as close as we can.

I've already read this article by Aaron Wall and I really think that this could help you...
This article won't tell you the exact algorithm Major SE's like Google and Yahoo uses but it will give you clues and ideas on how to rank well in their search results by giving leads and information on how they actually work...

here's a few tips how the 3 major SE ranks your documents and pages
1. MSN -age of site
-content on page factors
2. YAHOO -content on page factors
-links and web popularity
3. GOOGLE -links and web popularity
-age of site
if you notice, Google's ranking factor is a combo of the other 2, it follows that if you optimize for Google, the rest will just flow like a river in Hudson
