If you have really proven that your competitors are doing "Negative SEO" (ex. Google Bombing) the best thing to do is to report it to Google...

Necessary actions depend on what impact a specific "Google Bombing Activity" gives to a particular site and all its concerns. If it affects valuable and sensitive majority concerns, Google has no choice but to take appropriate actions.

Ex:
If these Google Bombers will rank "Pope Benedictus XVI Joseph Ratzinger(Website)" for the keyword "evil"... Google has no choice but to make instant necessary actions for the sake of Christianity and Religion... They'll do whatever it takes to take away "Pope Benedictus XVI Joseph Ratzinger(Website)" on top of search results for that keyword...

The diffuser of Google Bombs is Google themselves....

Google is doing everything they can to prevent unethical SERP manipulation (specially Google Bombing). They've also reformulated they're algorithm in order to minimize the impact of Google Bombing.

Yup, They can do that but still they cannot defuse all who infected by Google bombers since many site are born everyday competition is really tough.
