Well, it's not that easy to achieve a high PR. You need to do proper on-page and off-page optimization. Keep building quality links, write unique content to attract visitors and possible LE partners, do quality submissions, social boorkmarkings, write articles and press releases.

look for strong related links and continue link building with related sites. then wait, the last update if i'm not mistaken happened a few weeks ago or it's still ongoing... it usually takes 3 months before the next update happens...

Achieving high PR is not that hard but what you need is just a good on-page and off-page optimization, like what they said quality IBL's is one big factor especially when you have links coming from authority sites then you'll see a good result. btw there is a PR update on going now!
