301 redirect for a dynamic link?

How can I redirect a link like this:
domain.com/oldlink.php?option=com_sobi2&sobi2Task=sobi2Detail s&catid=0&sobi2Id=1&Itemid=53

to a link like this:
domain.com/newlink.html?option=com_sobi2&sobi2Task=sobi2Detai ls&catid=0&sobi2Id=1&Itemid=53

I just need a 301 redirect from oldlink.php... to newlink.html...

Yes. Of course you can. You can redirect using htaccess or have the php file send 301 headers first
