If I'm not mistaking, it seems like this article want to address that link building is much effective than content optimization in terms of achieving a decent SERP ranking...

Having content is certainly crucial, but in the end links often rule the day. You can have a site show up in the SERPS without ever touching the pages. "Miserable Failure" ring a bell?

I know it has been a great debate which one is effective in SEO: the article says, contents vs links? I agree in this article. Probably even we have a well written site but if it is not promoted properly, and getting no links coming/going out then i can say that you just only wasting your time

I read the article, and its my humble opinion that it takes a combination of BOTH: you need onsite SEO and off-site SEO, to win on the SERPs.

I've forgotten how much I have learned from John Scott over the years, until I go back and see some of his older articles, and then see how similar they are to articles I find myself writing these days on his SEO blog.

A quality keyword ranking came from quality links and not all in content a site without black links will struggle at the sandbox..I think.

Well said, I always find my sites showing up in serps without me doing any work at all, its more about the keyword's I use in my content.

It's entirely possible to rank with very little onsite optimization. I've done work for clients that had flash sites, and it is MUCH more difficult but still doable.
So, I'd have to be in the link mongering side too.
