it also comes down to budget.

I would do all the basics first before you farm the work out to a company

Just be careful that the company is reputable. There are a lot of shady companies around that can get you a bunch of back links and move you up, but if they are using black hat techniques then it is only a matter of time until it catches up with you.

Asian Countries have the best SEO's and the most hardworking. Just listen to their consultation at first. If you find that you're satisfied with it, ask for custom reports always, that way you can monitor if they are just scamming you or doing dark techniques that will hurt your investment in the long run.

A good SEO company should have not just SEO's but good copywriters, bloggers, link builders and marketing startegist at their disposal. And of course a custom budget pricing should be at place.

What are you talking about? submitting a website to a directory or search engine? If it's SE's, why not just get some links and they will find you anyway. Can you back up your stats with a source?

Most good SEO companies do not do blanket directory submissions, so thats not really important. They would use niche directories that are relevant to your industry, but directory listings wouldn't be high on their priority list in terms of SEO anyway. It would be more on site things like site architecture, navigation, tage etc, then the off site stuff like link building (not directory link building) from relevant, high profile sites, creating link bait campaigns etc.

Search on Google "SEO Company" or "SEO Services", select some companies from the results, analyze their profile, work experience, time limitation, clients, keyword rankings on projects done by them and also costings.
