In my opinion, if somebody accepts your packages as they are, then s/he does a big mistake. Nice opinion. How about a case when a blogger create a Blog storm post, hundreds of other blogs give a backlink/trackback to his blog due to his link bait, will google penalties his blog at no reason why the page has a huge backlink in short time?

It’s totally wrong if you submit you site in a day to 1000 Directory even there is no
t chance to be penalized. You must know what is Directory Submission? And the rule of the directory Submission! If you use Different title or Descriptions so there is no chance to be panelized your site. It’s because the directory where you are going to add your site that are not going to be approved instant. It will take time to be approved your site some directly takes time up to 90 days some approved with in 45 days. Its means you are not going to get 1000 Links in a day if you do 1000 Directory Submission in a day. It’s not so easy!!!

In my opinion there is a BIG difference between gaining 200 backlinks coming from directories and gaining 200 links coming from (blog) content pages. As far as I know the Google policy is to make difference between natural and unnatural actions. Gaining 200 backlinks from directories in a short time means an intense activity of webmaster not related to site improvement. This is unnatural in Google's meaning, and if is unnatural is spam and it is susceptible to be penalized. Google do that because every link you earned is a result of your activity, not a result of another person initiative. Every link is not a positive vot for your site, is just your a result of your direct action.

On the contrary, receiving 200 backlinks from content pages, is something very good for your site(s). Every backlink is a real and positive vote for your site, coming from another person, and Google will not penalize. If those 200 links come from blogs comments, not from content pages, the situation was the same, spam, because every link is not a result of other person appreciation, but you.

In my opinion Google will consider this 150 links increasment as a spam, because links come from directories. Please read my previous post above to see whay I consider that.

What I said it's all my previous experience I have done 3K Submission in a day I'm new in this forums but I'm in this field for long while and the site owner are very happy after 2 years they are aksed me if they lunch new site I done highest 5K submission in 2 days and they site are going very well Have to use different title and description is no harm for bulk directory submission.
