in search engines perspective... isn't it useless? Or does it still give off the PR juice to the website? UNless your talking about a direct onpage comment, and not the inne rpage comment service like most services offer.

First, I don't believe backlinks are ever "useless". It is also difficult to tell you how any search engine will rank a backlink to your site. I do know that you can receive many backlinks to high PR blogs from a single comment on even PR 0 inner pages.

Are the page ranks shown the actual blog comment page or the homepage of the blog?

They are the domain PR as I stated in the post. That doesn't mean the page pr is automatically zero, it varies.
