What kind of coding skills do you have?

What kind of website are you building?

Are you going to have a blog?

I am not a designer but a somewhat confident coder as I have used WordPress for many years and using the Genesis Framework for years so I am still learning about there framework for when I try to tweak the coding in my child theme files.

There is so much a designer/developer can do with WordPress blogs. Some I visit, I can't even tell they are using WordPress. lol

HTML design templates are fast while browsing but it takes a lot of time for modifications where as wordpress templates are easy to install with of lots of features available. Both have their own qualities and drawbacks. WordPress is quite popular and used by majority of users.

An HTML website is definitely more secure than a Wordpress based one. The first one has just Apache running, second one is Apache plus Wordpress.

Of course, a Wordpress site is MUCH easier to update and maintain...

Speed and security is largely dependent on the coder, but Wordpress sites understandably take a little longer to load than non-Wordpress. Wordpress is sometimes considered less secure because so many people use it. This allows hackers to create one script that will work on every website using that Wordpress.

That said, there's a reason why Wordpress is such a popular CMS. I'm not trying to sway you one way or another. In fact, if a coder doesn't know what he's doing, then his site will be far less secure and load slower than a Wordpress site.

In short: I wouldn't let loading speed and security be the deciding factors, as for typical users, the difference is negligible. Also, this is just my opinion. What do I know, right?

I will prefer WordPress theme than HTML.
But you need to know HTML for your WordPress theme.

You need to know html, css and php to be able to convert a .psd template to a wordpress theme or even create a theme and code it as well.

WordPress is user friendly and easier to use. so if you don't have knowledge of programming language then still you can use this.

WordPress is not a framework at all. There is a big difference with frameworks regarding WordPress.

To answer the thread creators question in which people just forgot to address.

The most secure way of redesigning is use a test blog in a staging area if you web hosts allows to have a staging area. This way, no search engine bot or human will have access to the test blog in which you are creating a design for and experimenting with codes/graphics.

If you design a wordpress theme as a html page. You still need to then convert that into a wordpress blog which involves creating several .php files in the themes directory along with the coding...etc
