Mobile responsiveness is the biggest advantage for any website to drive good traffic. As Wordpress user, You can use plugins like WPtouch, Any Mobile Theme Switcher, Jetpack or WordPress Mobile Pack to make your site mobile responsive. OR you can choose mobile responsive theme as well.

For other user, responsive web design is a technique for building websites that work on mobile, tablets, and desktop.

Or you can use Bootstrap3, W3C, Materialize, Foundation CSS Frameworks.

It's depend on the programming if you are using word press there are so many plugin that help you to make sure your website for mobile friendly. Can you tell witch programming you are using for create a mobile friendly site.

I think word press will be best option for you to make responsive mobile website. You can even use bootstrap, css frameworks.

Making sure that you have as little as text/paragraphs as possible and making sure that the text is a good enough size to read and fits the mobile screen well. It is also important to reduce the speed of which the site loads. So try not to use JavaScript and Flash as these can take a long time to load up a website on mobile.
