Look after the traffic of your website. If its a startup you can prefer vps but dedicated server reliables more,

It's depend on how much you will use the resources.For example for small site you can use normal vps server on 1 GBPS server.But nowadays there are cheap dedicated servers with unique dedicated processor and ram.And there is new vpses with dedicated cpu core, so that would help you too, but they are little expensive for now.

in USA there are good providers who can offer cheap dedicated servers.

Well if you are moving from shared hosting
Then go for vps first with 2-3 cores, 3.x GHz & 4-6GB ram.
Ask from provider which cpu they use, google it, check its configuration

Most provider give you vps control panel, where you can see your uses
when you see you need more resource after few month when your website grows then buy dedicated server.

Choose always KVM vps for better security

If your budget is good, go for dedicated servers
Because in dedicated servers everything dedicated, lets say RAM ,CPU, Network, Disk I/O

In vps network, cpu, disk i/o is shared
If any other user in same node will overload network or disk i/o you may face issues.
