Question I.P. conflict with another system on the network

I m experiencing this weird problem of I.P. conflict even though there is no other machine except my laptop connected to this wireless broadband.

The connection repair wizard is asking me to make changes in my network settings from a static I.P. (present) to a dynamic I.P.

I am confused. What should I do?

Kindly follow the below steps:

-> Renew the computer IP by using ipconfig /release and renew command.
-> Assign a static IP.
-> Ways to find out which device use this IP
1) Check DNS or WINS records
2) Disconnect computer from network, and then use ping a command to
find another computer host name
3) Use ARP a command to find the Mac address of other device

It might be a problem of MAC-IP binding issue. If not, the windows repair feature would work.
