They go by content. Did you notice that ads they show is related to the content that's on that given page?

We have done quite a bit of testing with this in order to avoid PSAs (public service ads) with new sites. We found that the keywords in the HTML title tag and the page name have a strong impact and you can avoid PSAs. Since focusing on these areas, we haven't seen a PSA on a new site for several years. It looks like an initial impression is obtained from keywords in these elements, but then the content takes over after the page is indexed by the Adsense spider.

If you are having problems getting the AdSense spider to focus on the keywords you prefer, you can try targeting a few blocks of text in an article using section targeting.

google ads are displayed by both.. as the keywords are in your content.. so both matters.

Yes this is very simple. Because Keyword is part of your content. And i m completely agree with baccifinejewelry.
