So that means if an AdSense Ad Banner gets 1000 impressions with zero clicks I still get paid right? What's their average CPM rates?

AdSense offers a mixture of CPC and CPM ads (but mostly CPC).
If you have 1000 impressions and no clicks you *might* make some small amount from the number of CPM ads shown in that thousand, but it won't be much. There is no way to pick just CPM ads with AdSense, but the image ads are more likely to be CPM than the text ads - the fill rate if you just choose image ads is much lower though.

Also - if the ads aren't getting any clicks then you might want to look at the ad placement and its integration into your site design to improve your CTR. CTRs are general pretty low these days (the average hovers around 0.2%) - but you can always help your case with a few tweaks to your site design.

google offers CPM pal. But in adsense you'll get not so much income from the CPM

Yep, Adsense offers CPM and CPC ads which are mixed together.
