If you linked your site with Google web master tools then you can easily find out low-quality links.

Google web master tool is a best way that show all back links on each page. Open that back link and analysis on it like PR, da, cached date etc. If you feel that no need as backlink, you can remove it by disavow tool.

Google webmaster tools may give you a list of links pointing to your site which may harm your site.

This has been mentioned already. Do you know of any other "free" tools?

I have no idea what tool that would be. If you mean a tool that would scrape all your backlinks, then there are a lot out there. I've used majestic seo. It's not a free tool. A friend let me used his account. God bless him. And then I used the google webmaster tool. Once you got the spreadsheet, you have to run though each backlink and eliminate the poor sites. If the site has low pr, spammy links all over, not updated, spammy ads, unrelated links/anchor texts, or anything that looks like a spam, then it's a poor site.

I wan't to suggest you any free tool because they can't give you best analysis for your website back links.

I would suggest you to try these paid tools for link analysis. These are top tools suggested by industry leaders & I also used all tools.

majestic seo - $49.99 per month
cognitive seo - $99 p.m for 25 sites
ahrefs - $79 p.m
linkdetox - 149 / month
semrush - $79.95 /month
moz - $99 p.m

you can use any of these tools.
