Technically, Google says you are responsible for ensuring that none of the content on your site breaks any adsense policies.

But in the case of user-contributed content, I suspected that they would be somewhat lenient, provided you are working to keep such content off your site. I searched for and found a little bit of confirmation of this theory on this Google user site :

Keep in mind that Google can pretty much do what they want, and they could cancel your account at the first hint of a violation if they wanted to, but I think as long as you're working to keep your site within G's good graces, they aren't going to cancel you for an occasional violation by your members.

Its better forum administrator and forum moderators check the content posted by members. I remember my first forum lunched in 2007 while I was lacking experience of forum management. I had Google ads on my website and one day a adult +18 SPAM post made and Google stopped ads on my forum. I negotiated and told them the reason and they released the penalty.

Just work with them, and make a good effort and show that you are working to keep that content off of your site. Just about any real business will be willing to work with you.
