If these are quality links, then please explain why they are the exact sort of unatural links that Google is targeting with their Penguin algorithm?

I learned from Htmlbasictutor that great content can outrank backlinks anyway. So focus on creating the best content you possibly can and on page seo and you will rank well anyway. From that perspective backlinks are a result.

If you use the link is external tag inside a span class for a link the crawl both will pick up the link is external text as anchor text. For example I have some links with anchor text film luts from another site, they added the link is external tag to links, now in search console my number 1 anchor text is now "film luts link is external". I am not really worried about it though. I am learning to focus on content that ranks from guys like HTMLBASICTUTOR. Some really great guys on this forum to learn from.

As far as I personally know, Penguin will target website owners who've used to insert a large number of links. So, it also depends on how massive your link posting activities are.

Lol yeah I see a spammer almost every other day on here and usually they are gone in like 3 hours. I just report them. If they can't come here to learn or contribute they have no place being here.
