Sure, in a round-about way, SEO can increase CTR. But that assumes good SEO has driven more traffic, therefor more of a chance of increasing CTR.

However, if your content or landing pages suck, and lets say you get 100 visitors to your landing page(s), maybe 1 or 2 (just picking a numbers out of a hat) just "might" click thru.

Whereas, if you have great content and compelling CTA effects/resources, and let's say you only get say 10 visitors, the same number of visitors may click thru (2), you can see that the former isn't as effective as the latter.

In effect, I'm suggesting that compelling landing pages should increase your CTR, even with less traffic, instead of trying to generate a bunch of non-qualified traffic hoping no one will think too much about the poorly thought out landing pages they are served up and maybe a few will click thru.

2 cents

Try to boost it's ranking! Aim for 3rd or 2nd Position and See, Much your CTR changed!

You can look at titles & meta of top 2-3 pages and optimize your page's title & description.

Also, look at what type of content ranks top 3 for your keyword. Are they list posts, tutorials, how to's - what kind of content is it? Probably you're not getting clicks because your content is different from what searchers expect. For example, when searchers enter your keyword phrase they may be looking for a tutorial whereas your content may be a list of examples. So they don't click on it. If that's the case, then either you need to change the content on your page, or create a new page for it.

we are ranking Secondary keywords (low competition keywords), at that time we will get more clicks.
on that overall CTR increases at that time google giving rank for top keywords also for that URL

The higher you climb in Google rankings the more your clicks and hence higher your CTR. So basically to ensure the max CTR you need to climb to the top of page 1.

I will suggest you

Write something odd from your competitor in Title that will attract the searchers. Something like clickbait title. but again if your content is not that good then you may get pogo sticking which can harm seo.

So before Making Clikbait title make sure your article is good enough.
Never mislead people.

Gd luck

First you need to focus on ranking your keywords on the top 5 position and then target for top 3 position. Once you got that then you don't need to worry about CTR....

Focus on Ranking First....

Thanks

You need to optimize your content. Provide information that people would want to read.

Avoid making click bait headlines. That pretty much can cost you your CTR and bounce rate. If you have impressions, that means, Google is showing your site in the SERPs, but people might not be finding it. It can either be you have poor SERP snippet or your site ranks way below the first page.

So you have to do a lot of white hate on-page and off-page SEO to get your site's pages at the top of the SERPs.
