That's not even what I'm talking about. I'm talking about states like MN where the revenues are legally split between general revenue and the project they use in the PR to get the bill passed. http://www.lottery.state.mn.us/qanda.html#03 They market as though it's going to the environment, which 40% of it is technically....not as though it goes to general revenue, which 60% of it does.
