I have php and apache installed on my laptop and use Sublime text to write my software.

As for documentation, the php documentation is as good as it gets. It's not the worlds nicest language, but it's used by many so you can't go far wrong.

My advice for you please uses these tolls:
If on windows use these tolls (IDE (Dreamweaver CS5 or CS6, Notepad++), Xampp or Wamp Server)
If on Mac use these tools (IDE (Komodo, Aptana, Coda), MAMP & MAMP PRO Server).

PhpStorm is really great IDE for PHP. It warns you about many problems with your code and it allows you to refactor your code quite easily.

UniServer (uniformserver.com) is a good WAMP too.

I think you can learn the PHP programming via online. There are many websites which offer online tutorial of the various programming languages. You can go to the www.w3schools.com to learn the PHP programming. It is the best website to learn PHP for newbies. There are also many tools available online which you can easily download freely.

Lean concepts first. Functions, methods, all required

to Practise : W3Schools
to implement : download XamPP (if your not aware, google it)

It takes time but I am sure you can do that
