It's all of the above. It can be a great way to market as well as a waste of time. It depends on what you are offering and how you present the offer.
For me, I have my good days and I have my bad days.
As a whole Twitter has done a lot of good for me. I've made a lot of extra income just from Twitter and I've gotten a lot of traffic from them.

Twitter is good for sure. You have a skill to promote or advertise, twitter can be very effective. It will provide a huge number of traffic to your site. The only thing matters is that how you advertise it?

Yes, correct. Too many spammers around twitter now a days. I do advertise on twitter but it needs some sort of skill. It will definitely bring you traffic.

More than instant messaging, twitter has become a great marketing tool. Even the professionals and business people are using twitter to tweet and engage in other people.
Twitter can be used to announce special promotions, promote a new product and/or service, etc.

You can be successful using twitter it you handled it properly. Yeah I agree with what Dhaval mention above. Twitter is full of spam nowadays. As what I've here twitter has making their action to all the spammer. They can easily detect the accounts who is abiding their rules, that may banned the account. Honestly, I get some traffic using twitter, but not that much. At least it might help a little.

I think Twitter is a great social media and online marketing tool.
As for the spammers, I'm pretty sure grabbing up a Pro account (said to come by end of the this year) will solve that issue.

I joined twitter only to post links frankly. I at least see the use of it though. I cant see the use of facebook, myspace or bebo.

Talking about spammers... there is rumors that Twitter began to remove people who add to many links (especially spam ones).
