Suggest to friends and send short messages with small description of what ur page in all about to other ppl askin them to be ur friend or join ur fan page...Try it and see how it goes

In addition to using “Suggest To Friends” option which is by default available at every page I would suggest you post it on all you online accounts, every page on your blog/website(Embed Widgets), and on your social network accounts. Don't forget the basic- adding a Link on Your Personal FB Profile

and use facebook advertising if you have money
