Buying Facebook Fans.
I have been several ads offering Facebook Fans for money. Is it advisable? Won't there be dropouts?

It's good for a quick boost in fans.
Obviously these fans aren't going to be the highest quality fans, but quite a few services do offer real fans. They write on your wall and everything.
But if you're using FB to actually market your product/services and not just as added social proof for your website, then I suggest you focus on getting fans organically.
FB ads are a great way to do this. Create a fan page and then FB ads that links there. Say you have a cat fan page. Have the ad body description be something like "Click "Like" if you love cats. This ad copy is SO EFFECTIVE and I've seen CTRs >1% (average on FB is 0.05-0.09%) with this method.

buying fans may not do a good job.you need to let them like your page. only thing you can do it is with facebook ads or adding more similar interest people to your profile and invite them to like.

If you want to buy 10000 funs, for 10 dollars, you need in 100000. This money you certainly may spend for optimization of your page
But maybe you can buy fans like Gropon-sites. Offering discounts..for example =)

If you need a artificial fans to your fanpage(just mark like on your page but not clicking the links), you may try twiends.com. its a fans exchange site you you have to like on other people's pages and you will have fans in 1:1 ratio. its free and you can pay for more fans.You can do it to your twitterpage/youtube channel too.
but personal i dont like those as i need no a fake traffic to page.I need real fans as 1 real fan is worthier than 100 fake fans

Real vs. Fake... it seems obvious that real fans are so much better. Buying fans may give a short burst but, managing spam and other risks don't seem to be worth it. IMHO.

Anyone selling "fans" on FB are most likely just selling fake bot accounts. That is what I've seen from people that buy "fans", they end up being bot accounts with no value whatsoever.

Its the same as traffic sales. Its hard to pick and choose who will visit your site, so its hard to pick and choose who will like your page. You can categorise it sometimes, but they can easily unlike, same way traffic means no sale, or not a returning visitor.

This is my opinion about this. 
Instead of Buying fans on facebook why not get in touch in fan pages related to your niche? Its hard if you'll buy fans since its not targeted. For example your fan page is promoting your blog/website selling Cosmetics and if you buy fans you'll most likely to gain male users that wasnt even interested in your fan page. And also try adding friends of your friends..Network with them..Its free and its targeted
Btw, I also agree to dWhite those paid fans could be bots or just spam accounts. Its not cool if majority of your fans is not targeted and just spam or bot accounts since you wont get clicks on your posts and there's no active users in your fan page.

It's a much better to get a Fiverr where they post an update about your page, that way those that are actually interested will like your page, and these people are much more targeted

i think you have to promote your fan page by your self without investing in it...
or as an initial level you must go for minimum charge service and if you get some benefit out of it then n then only u go for more..

I bought some Facebook fans before. I was promised that they are all REAL.
I closely looked into them and they weren't!!!
A lot of them had stock images as profile pictures. Other ones looked real, but I could tell they were fake because their walls all had similar things.
I would advise against buying fans...one technique that worked for me is this one:

You DO get some fake fans, but you get some real ones too. It helped me a lot when I was trying to get my first 25 fans for my page's custom URL.

I think you are totally correct.Facebooks ads is better way to go logically.
