Don't think others here are getting what you're asking for...
Clickatell can do shortcode messaging and have an API based system. Inbound and outbound is possible. It takes some work to setup.
See http://www.clickatell.com/products/shortcode.php I don't think you're going to find a free shortcode sms service.

All the services related to short message via SMS goes to SMSC (Short Message Service Center) engineers. They simply add up the short code you want to use in their authentication table. As a result, you are able to send short messages with a short code as an originating number like 1818, 1231 etc while the destination remains as a mobile number.
The best approach is to contact an operator from which you want to get the short code. Please note that many short codes are reserved in the network by the telecom authority, so obviously you cannot use them.
One interesting point, you can even ask the operator to map your short code. For example, you got a short code of 1818, you can ask operator to map it to any description like "KFC" so that when an end user receives a message, its origination address is displayed as "KFC" rather than a short code.

in India there is a site sms7.in i will rate them best as they allow to send longer text message than any one but only 1 draw back only 5 sms on 1 no in a day

hey, try 160by2.com or...get registered with wayn.com..they give you free sms services, you didn't specify your country. It would be much more easier to help.

U can use yahoo messanger. I think it international and supports all countries numbers. I use it sometimes.
And if i am not wrong each mobile provider has its won site from which you can send sms for free. But i am not sure about short numbers. Find it out on your mobile operator site.
