Need Help With Scuttlr Social Submitter

Hello, I purchased scuttlr social bookmarking tool the other day and I have no clue how to use it. I thought it would be A program that was installed and run from my desktop but it turns out I need to upload the program to A web server and run the php script from there. I am using weebly for my web sites and I dont think I am allowed to upload the program to there servers. I need to find A free web server that will let me upload and run the script from there. I have no clue how to do this so if anyone has experience with this program and can help me out I would really appreciate it.
