Here is my best try:
from both choices, you should go with the iPad 2.
The iOS is a much preferable choice because from a consumer point of view it is very much user friendly and the iOS experience itself is fluid enough and smooth. It's the more preferred device by many people so using its features like FaceTime, iMessages and especially iCloud (which is my favorite) would be a great advantage.
From a developer point of view, the iPad 2 would be great as the App Store holds the largest number of apps in the market and has proven to be the most profitable app store out there ever since it released in 2008. iOS is also the perferred mobile OS by most of the developers out there.
Hope that proves my point and would be even enough to convince you to buy an iPad.
By the way, just in case you did not know there is a
new iPad that released earlier this year. The iPad 2 is so last year
