I thought I made thias clear here - http://www.bluefind.com/submit.php - but still getting a lot of keyword-anchor title submissions.

You will be asked to enter a title for your website or web page. You should list the title the way a user of your website would refer to it.

This is correct:

This is incorrect:

Web Hosting
http://www.v7inc.com/
Offers UNIX shared hosting. Supports PHP, MySQL and Perl. Based in Las Vegas, Nevada.

Would something like V7 Inc Web Hosting be ok?

The name of the site or company is what we use for websites. For web pages, we use the name of the page and that usually allows for more keyword-anchor titles.
