Category Question

I'm trying to promote a site for a small law firm that's looking at a target region of Northeast Pennsylvania, and I could probably convince them to spend $50 for a worthwhile link. If I break it down for them that a higher PR = better, I would point out these potential listings:

Government & Politics > Law = PR7
Business & Industry > Law > Firms = PR4
Regional > US > Pennsylvania = PR5

Could I submit them under any of these? Other suggestions? Thanks.

let me rephrase... If I tell them it's better to submit to the PR7 category and they agree, and pay the fee, is there a chance they will be moved from this category to one with a lesser PR? What kind of impact will that have?

both links will likely add a great deal toward their relevancy. most likely you will want to submit to the most relevant category so the site gets listed quickly.

any of those links would be a good buy for the one time fee.

Yes, there is a chance the listing will be moved. Please submit to the most relevant category to begin with.
