Any Quick way to build static flash websites?

I have so many work of creating flash websites and I am looking for a tool that can make flash websites by using wizard or something that can stop me to do rework.

I havent worked with flash all that much but I bet there is a way to setup like templates that you can reuse and just edit when you have a new site to build. Im not a huge fan of flash but I do know using html and css I have created a basic layouts that I use for new sites and then just apply quick styles to my css file to create a brand new site. I am also a programmer and facing same problem. I had a time when I had to do same coding and creating flash files twice. Now I found a tool that can easily make flash websites.
