Ok under Windows server they can do that on their side

The hosting must install the module on their server and create a file .htaccess on your FTP account which will allow you to write the code necessary for domain redirect 301, pages redirect 301, IP banning, etc
I don't know if they are able to run an ASP coded site on a linux server with the interface Plesk. But I know that you can run a PHP site on a server Windows with a Plesk interface.
It sounds a little bit complicated and I can understand the frustration to switch hosting if you decide to, but remember it is important to have a serious hosting with a top technical service.
I run my ecommerce for 5 years now and have changed hosting company 3 times. Now I am with the fourth and it is less less worries than before.
