CS Cart question

I'm trying to decide between buying CS Cart or Cube cart and it's basically a feature decision. A few HAVE TO HAVES:
1. ability to offer free shipping coupon, but limit to US only (can do that with CS, not sure about cube)
2. ability to alter orders once received. I believe thats possible for both.

Just need to know what the heck this e-mail means I received from CS cart.
I was asking about integrating it with my site. Want it to look like my site, not a cart. Here's what they said:

"If you would like to add CS-Cart functionality to the existing website, there are two ways to do it:

The first one is to install CS-Cart on your server and then integrate website design into the CS-Cart software so that it looks the same as your website. In this case you do not need to keep any existent HTML product files as they will be replaced with corresponding CS-Cart's pages.

To integrate design with CS-Cart means to make it outlook as close to your existent website or design sketches as possible. The cost of design integration is from USD 480 depending on details which should be discussed with our quote manager."

What the heck? does that mean in order of it to blend with my site I have to buy the cart and pay another $480 bucks to make it look right?

Or am I confused on this?
