Hello Bill,
Jim suggested a WYSIWYG software, which isn't a bad idea, I do believe some are still free, I know this old Mozilla web browser I have came bundled with a composer. The trouble with using WYSIWYG software it puts a lot of bloat (coding) into a webpage then it's hard to have the page validated. That's how I started years ago, with Netscape's composer, so this might not be a bad idea for you.
Htmlbasictutor suggested w3schools, an excellent place to learn, basically that's where I learned myself besides the Webmaster Forums.
I am going to supply a link, I have NoteTab Lite which is a free software for coding webpages. The nice thing I like about the software you can click on the button which will take you to the browser to see what you have and what it will look like on the web.
