The items in the checklist I think are most important (well, they are all important)
  • Using the right file format for the type of image
  • Optimizing graphic files for the best loading time without loosing clarity
  • Proper colour constrast when developing your graphics
  • Using CSS (Cascading Stylesheets) for decorative images and backgrounds to reduce on page coding
  • Properly coding the insertion of the images (width, height) for faster load time (the browser saves a space for the image and continues loading) and using the alt attribute for those who don't have images turned on, non graphic browsers and when an image isn't loading.

A couple of additions:
  • Make your alt attribute descriptive. That's it's purpose, to describe the image.
  • Don't put anything in the alt attribute for decorative images, especially keywords! That's called keyword stuffing and can be a hindrance to your page(s) getting indexed. Just use an empty alt attribute.
