Couldn't you just do it in photoshop?

Click on File > Automate > Web photo Gallery.

Gallery IS simple, look at mine here, a baby can upload pictures in gallery and any other media extention, even flash files into it and it's all very simple, heck, it even opens a new window when you have a popup blokker installed in your browser.

edit, when your client can send emails, she can work with gallery too.
