Big Problem in DM2004

I'm angry!!!! I can't figure this out...anyway...I want to write some text over an image in Dreamweaver but everytime I insert a layer over the image, the freakin' thing won't position right when I preview it in a browser...even when I drag the layer EXACTLY on top of the image it won't position right when i preview in a browser..

I know i've done this before but all of a sudden it won't work...you guys think i have some properties screwed up???

ohh ive had loads of stuipd things displaying wrong in preview

what about making the image a background

i tried that Acr but the image just repeated itself...it wasn't for the entire table but just a <td> withing the table that i want to get the image into...it's like a 175 x 152 image...i can't do a no-repeat within the <td> cell can i?
