IPR
I was wondering the ideas about how you as designers etc include IPR in Project Scope Documents or just who actually has ownership?

All copy and ownership rights are retained by the person who created the item. Unless - it's a contract for hire where it should specifically state that ownership of materials etc will be turned over to "whoever" upon completion of the contract and payment to "Acronym" the amount of $xx,xxx (xx thousand x hundred x tens x dollars). I believe the copyright and ownership rights work this way.
Think of a website as your car.. you contract a painter to paint the car for you. The painter creates a design for your car and performs the work for you. He officially has copyright on that creation and ownership... but he has done it for hire on your car. So it then reverts to you upon payment.

what if the contract doesn't say who the rights go to, and doesn't say who keeps them?
