Site Design Approach
I have had a person get in touch with me from another forum who has offered to re-design my website for me. I said yes to him showing me what he could come up with and he is going to send me the design.
I am really sorry if the guy who has done this is just a really nice man who is doing me a great service but am I right to be suspicious that somebody is offering to re-design my entire website free of charge? Is there any way this could back fire if I decided to use his design?

Well I don't blame you for being suspicious. He could just want to build up his portfolio. Just to be safe, make sure you get him to be clear exactly what you can/can't do with the design, just so you have some kind of proof if anything goes wrong.

I think Colleen is right in that he may just be trying to build his portfolio. Did he say he would build the site though. He may be willing to show you some designs, but may be expecting if you like his design that you'll pay for him to build it.
Doesn't hurt to ask him and find out what it is he is offering and if he expects anything in return.

Some people do websites as a hobby and for fun. Ive done the same thing like the others have said. Ive built my portfolio from it. But ive also helped people i dont even know, out for fun. So its not like he can make it and then charge you haha. Dont give him any of your personal information

The site design he has come up with can be seen at http://simbo1231.freehostco.com . What do you think about this when compared with current design? (the link is in my signature at the bottom)
I am going to ask whether he wants me to pay for the design or if it's free and I have the ownership etc. but i'm not too sure its much better than what I already have. Be interesting to see what you all think

wow that site is real wide and sure is a "free" site and by that I mean too classic and plain. The page dimensions are quite wide, or maybe i just hate bottom scroll. But when you maximize the window that bottom scroll should disappear and you should be able to see most of the page pretty well. But good thing you wern't charged for this.

One question, Why are you using all <h1>,, <h5>, <h6> tags to display all your text on your old design?
If you want spacing between lines, using CSS would be a better solution than putting "everything" between heading tags...
Anyway I like the old one more than the new one.

You know CSS can be applied to header tags, right?

Yes, CSS can be applied to header tags, but why use header tags to display all content on a webpage? Why not put it between <p> </p> tags instead...

I agree that the old design is a better one and I have informed the guy about this. Offered him a free link to his website as a thanks for his efforts.
I think I need to do some reading up on CSS and other web design features as this isn't an IT skill i've got a huge knowledge of. I bought a basic HTML book a couple of years ago and have messed about with it ever since and just design web pages using notepad. Maybe thats quite primitive these days but thats all I know

Seriously if you have a community college near you that offers any kind of Web developement classes.. look into it, cuz your seriously better off with hands on training than reading a book. In my opinion you can only get so far with a book.
