At our company, we use Adobe Photoshop for layout designing and Adobe Dreamweaver for html and coding. In very rare cases we go for corel draw instead of photoshop. Not becuase of technical reasons but we do that when our web designer and our graphic designer jointly work on some project. In India, Adobe photoshop is a primary choice for web layout designing and corel draw for any print media.

Wix is a free website builder in which does not allow you to create a website from scratch with your coding skills and design skills.

My cousin built a site with them because he had no clue how to code or design a image.

The same question was mine for the time when I was searching for best software for designing web apps, Tested many softwares for them and all the above suggestions are good to use. If you want something diffrent in particular, you can try adobe fireworks that works as wonders for spoonfeeding web design to your projects.

People hate on Adobe Creative Cloud but in my opinion it's a great way to get software when you are just starting. In the long-term, the costs are steep though.

Adobe products are very high end and pricey in my opinion. If you are starting off in the world of web design then get a firm grip with WordPress. Close to half of the sites on the web are now WordPress backed so if you have good design skills there you can start to look for clients that have WordPress specific needs. Old school designers might knock it but it is a good niche to start to work from.

(1) Graphics you create using corel are in vector form, while graphics you create using Photoshop are in raster form. Vector graphics visual quality remains intact no matter how many time you squeeze its size. The same is not true for Raster graphics.

(2) Corel is best and easy compared to photshop to create illustrations, shapes.

I would like to go with Dreamweaver. It's really one of the best option for all time. The features and conception of the same one are truly great and satisfactory.
