Best main text, font-size for responsive css design ?

Hello to all!
My last sites, have been designed with responsive css. I make use of media queries.
When I check them in some smart phones, the text was not very readable, due to font-size.

I normal use 12-13px font-size for the main text
. I think that is not a good approach. What is the best font-size for all ???
In percentage (%) or in ems. And what size ??

I think your 12-13 is good for font. Remember to use your H1,h2 ect accordingly.

Callibiri: 11pt
Arial 9pt

9pt size looks very nice on Pages.

Fixed font size has never been a good choice and with Google putting out their mobile friendly adjustment in April 2015 it is even a worse choice.
